Rust?? Or is the FUNGUS among us?? Help?

Hopefully someone can point me in the right direction B4 things spread. It doesn't look like a rust and it doesn't look like any powdery mildew I have seem. I sure would appreciate a couple of ideas on both the problem and the cure. It's only on a few small bud sites but lord knows I don't need it going any further. I am sure the answer has already been answered and I could look and find it I'm sure but I don't want to waste any time figuring it out. HELP.

I was using NEEM oil to address a Leaf Hopper issue but this seems to be spreading regardless.

ok couple of questions here... whats the temp outside normally? and whats been the lowest temp over the last 2 weeks-ish? if its been close to 50 id say that could be phosphorus lock out (but its also not really purple/blue, it looks brown/black from the images)

another is the neem oil mix ya used... was it colored at all? or perhaps a new nutrient ya used? sometimes coloring agents will pass thru the roots to the new growth.

its not spider mites. thats for sure

touch it. is it icky/wet/gooey/mushy? if so then it could be a fungus/rot.
if its dry, crackles, crumbles, or does anything to make ya think its dried out material, then it could be a pH issue, nutrient lock out from some toxicity/severe abundance. (but its gotta be a recent change, the rest of the plant looks very healthy)

its on new growth, but all new growth spots? just a few? speckled throughtout the new growth spots? or perhaps all the new growth to one side? could it be residue from what you sprayed that collected in the ´cups´ made by the leaves?

and last, does it wipe off? thats key to know. that way you know if its on the leaf, an issue with the surface cells of the leaf, or inside the leaf´s structure itself.

The temps have not gotten below 60 but I am only a few hundred yards from the ocean so it's always cooler here.

The Neem oil is tinted yellow but only slightly. ( I do use a lot of the mixture when I use it)

It's dry and does NOT wipe off at all

It's appearance is pretty random. It is on new growth as she is just starting to bud out but could show up anywhere. :D:D

Rot is the break down or decomposing of something.
fungus/mold is another species attacking your plant, making it gooey, and using that goo to power its growth.

If its dry, wont wipe off, and is on new growth, on healthy plants. it cant be any of those.

The only thing i can think of really is a pH unbalance or neem oil staining the leaves, or entering thru the roots and staining the new growth.

id probably back off on using anything like that for a week or 2, atleast, and see if they continue to grow, if its just the new growth now, and not the new growth in a couple weeks as well, youll know it was the neem oil, or something odd that got sucked in.

I wouldnt remove any leaves or cut anything off til it grows out, then, when you can pluck just the affected leaves, then decide. right now your topping all your cola´s essentially if you go clipping all new growth. get what i mean?
