"Cities up and down the coast where Proposition 64 in 2016 passed by some of the ballot measure’s highest margins have banned dispensaries.

"They have prevented individuals from growing cannabis in their backyards.

"And now, with the state’s California Bureau of Cannabis Control poised to adopt new rules permanently governing the adult use of marijuana, cities are lining up in opposition to a provision that would force them to allow delivery services. A 60-day public comment period on the rules ends Aug 26."

I wanted to add: Santa Cruz is a nice beach city with the nicest dispensaries I've ever visited (so far) in the US. The dispensaries I've encountered in and LA tend to be in "marginal" neighborhoods, have signage that is so "low key" it might as well be invisible. From outside, most of these places look seedy. Inside, they are much nicer.

I have two theories about why the LA area dispensaries are such dumps on the outside and all but impossible to find unless you know the exact street number of the address: 1. They are trying to hide out from thieves and robbers. 2. Some of them may not have all their "paperwork" in order and they prefer not to be visited by the officials who are in charge of inspecting for compliance.
