Looks like it'll be a plasma light then >.< ... from what i've heard they pump out around the same heat as a 150w mh so that should be easy enough to manage.

I can solve the humidity issues with a dehumidifier, so i don't mind that.

Plasma needs supplement in the red area. Write gavita and ask them about their LEP. They'll tell you straight up to use HPS also.

Water cooling a room like that running a 400 watt HID would take probably a 1/4 horse chiller and no more than one ice box (heat exchanger).

I don't know in what mystical land you live in but where I'm from basements are cold.

They're cold by nature.

Using a 400 watt bulb you should be asking how you can raise temps because its too cold.

I'm aware of this ... Their are other companies (such as rocket plasma) who make specific plasma for horticultural purposes - they done use the Luxim emitter (they use Topanga's iirc?). Of course, their are others (i-giant,ceravision,plasma international, etc.)

Whilst heat may not be an issue for most in their basement, i unfortunately do not have that luxury and also live in a place where winter ranges from 20-50 degrees and summer is from 50-90 so making everything stable requires a little extra effort.

Cost about 75 dollars to make which is cheaper then a fan and I also run this to my res so not I by does it water cool my lights but cools my res temp
I am not here to Bash you ,I agree this can be done ,but not for 75.00 , even you said you filled it with Antifreeze , witch at best is $10 per gallon and you are taking a big risk using something that can Kill in small amounts

if failure occurs ,even the smallest amount of seepage.????

I would look in to using something else like sodium chloride ( cheeper also) but you will have pump failures unless you upgrade to a pump with Brass inners.

the other thing I would do is strip a thermostat out of a window AC unit , wire it in series with your pump attach the sensing bulb on the return line .this will give you pump on and off cycles to adjust your tempeteture .giving you a much more advanced system then what you have now.
 
I got a thermostat plug i will update will brand later it does heat or ac setting so if it get to hot it cuts on to cold and it can cut on 2
