I never liked Washington's I-502 bill because originally , it did not allow home growing for personal use as Colorado's 64 does allow. Whether I-502 changes for the whole state allowing home grows or even select cities that allow it, MANY Washington residents are going to do home grows regardless of whether it's allowed or not. It's not real legalization unless you have the option to grow your own. When I first read I-502, the first thing that came to mind was all the "cultivation" arrests that were going to happen because when all the lower income heavy herb users see how expensive the recreational stores are going to charge, a vast amount of herb loving Washington residents are going to see it as a way to save A LOT of money and always keep a good supply by growing their own.
Plus, it makes no sense to pass a so-called legalization bill to stop arresting "possessors", only to start packing mass amounts of people in Washington jails and prisons on "cultivation" charges. I do think though, that if Washington police start busting home grows, that a quick resistance with strong legal teams will challenge the home grow prohibition and allowances will be re-written into I-502.
Either way, I think Washington residents will have their option to home grow for recreational use, if not now, they will soon, because the numbers of home growers are going to go up into the THOUSANDS by personal users who want to save money. I think the recreational store prices are going to be pricey because of the taxes, at least in these early days of recreational legalization.
