Secret Jardin TLEDs

Hey all, does anyone know if these are any good? I'm looking to get some lights for a new set up but I'm in the debating stage and these popped up when I was searching around. There's one bar for veg and one for blooming but I can't seem to find any opinions or feedback from anyone actual using them so I figured I'd give a shot here and see if anyone knows.

I am interested in one or two of these to introduce some blue light when flowering with hps and also useing for very small seedlings.
What distance should they be kept from seedlings and flowering plants.
