seedling dead leaves/slow growth?

This is my first grow, my seedling is growing very slowly and doesn't seem to be healthy.

Heres the info:
perfect mix potting soil 66% 10-8-6
miracle grow perlite 33% 4-1-6
4x 26 watt CFL 6.5k 4 inches away
4x 23 watt CFL 5k 4 inches away
18/6 light cycle
89-94F temps with 30-34% humidity
9 inch fan constantly circulating air

It was grown from a seed, it is about 3 weeks old.

I dont know to much. Im having a bitch of a time solving my puzzle. But i get relly nervus if my temp gets over 82. Steady 75 what i strive for.

any ideas on what I can do to lower temps?

i've got a 70mm computer fan for intake, and 50mm computer fan for exhaust, as well as the fan inside circulating the air inside a grow box

The growth at the top (the newest growth) looks healthier than the older growth. Seedlings do not need nutrition for about the first 3 weeks. It has been provided for in the seed. The soil has nutrients in it that are burning the plant. Seedlings prefer a neutral mix - NO Nutes.

yeah, I would have preferred to have nute-less soil, but walmart hasn't put out the spring garden stuff out yet, so its either miracle grow or miracle grow =\

walmart sells vermiculite and perlite. use a mix of 70% vermiculite and 30% percent perlite so the roots can breathe. this is a no nutrient mix and does well for me all through my grow.
