seedling is dying i need help

I have a seedling, hes 2 weeks old hes fighting for his life cause hes not gdead yet. Well the problem is the cotycelon has turned yellow; one of the leave looks burnt at then end. it has 4 true marijuana leaves and now they are all curled down. they still have a nice green but the very tips ahave been yellow for the last week also. And another problem is its been the same height for the last week and a half.

PS i have 6 other seedling going and theyre doing great growing about an inch a day for the last week and a half.

the PH level in my soil is 7 the temperture is 77 degrees humidity fluctuates from 55 to 65 percent and i have 250 watt grow light that is on 20 hrs off 4 hrs, about 3 feet away. I read that a seedling doesnt need intense light thats why its so far but when it get bigger ill put it bout a foot away and i have a fan going 24hrs

Well try this put your light 2 feet away from cups,time fan with lights,put your timer on 18/6 and when watering try 2 let the soil dry out a little before watering again every 2-3 dayz oh yeah dont put your fan directly on the newborn plants good luck peace
