seedling question

ok im new to indoor growing and have a seedling question my seedling is poking out of the soil im wondering when i should remove the plastic and get "her" closer to the light im using 4x 26w cfls she has just poked out the soil this morning and is about 1" tall

Once the seedling has emerged on its own in the dark, then you can place your cfl light source about 6 inches away. Good luck with your grow.
