Seedling that just would not take off, opinion?

So about 2 wewks old at this point and looks like it did a week ago -_- seed was soaked 24 hours and was open so she went into rapid rooter and fed lite water from below untill she poped up than that was put in 2 gal of 4:1 perlite/vercumulite and watered lite an inch away from rapid rooter every other day. Light is a 14 watt LED buld 6" to 8" away. Decided to just germ again and when i pulled it out, there was zero resistance(obviously no roots). Just never have had this. Also, it does feel stiff, but not dry. You can see she never even started to grow leaves.

It dampened off. You can see it on the bottom of the stalk.

Ok, the seed was from 19'(though i have done seeds from same breeder from 18', so i know it can go both ways) and i did think i might've pushed it further down than usual in the rooter. I appreciate the quick responses and wish you a wonderful weekend.
