seedling under 15w fluoro

15w fluoro at about 1 ft away is not sufficient for a seedling, just look at my pic. What about heat, would that also cause stretching? This one is just no good, I'm new to rockwool so...
using a tray, rockwool, and prop dome on top of heating pad so let me know if I should not use the heat pad or something.

You need to invest in some new equipment. And get another seed.

But if you cant, get that light way way way closer to the plant and try to reflect some of that light if thats all you have to work with right now. That may keep the plant alive long enough for you to get some better equipment.

ok I got some dirt.
it was under a 1kw hps as well, but there was too much condensation on the dome for the horizontal light to help, gotta trash the 15w
