Go to your local hydro shop and pick up a bag of Fox Farm Ocean Forest and some perlite.
mix 1/3 perlite 2/3 ocean forest.

Also buy the ph up and down kit. i use general hydroponic but they are all the same.

If i was a betting man i would say the reason u have plants that are so small (3 weeks should be way bigger) is cause
you have not been ph'ing the water you give them.

Soil is a big deal dude but i think the problem is your ph...

As far as watering i would water once every 3 days with a medium soak from a spray bottle. Dont
panic when u see them dry...dry=root stretch witch is good. So let them dry out a little its okay.

2 pages of people saying overwatering... did you not see he said he waters once a day and its dry when he gets back... try the opposite... that and the lights and general abuse

OK... So you sprayed the plant with the light on? That can cause burn like you have. As for the dirt not staying moist... Some dirt's can dry out and not absorb water again without effort. Once the dirt does that, the water just runs through the pot around the soil. Try changing to a quality soil and a larger pot. small pots will dry out faster specially if there is heat from lights and such. I don't ph the water for my soil plants and have had no issues but that does not mean you don't have ph issues.

It looks under watered to me.......

Edit: I see you have it in a clay pot! My experience with clay pots in my greenhouse shows me that they dry out way faster than the plastic pots. Equal sized pots, the clay ones dry out daily if not twice per day, and the plastic ones go the entire day on one watering.
