Seedlings are in week 3 and now drooping with light coloration

Hi,

I'm not sure what's up with my seedlings but they aren't as perky as I hope. What do you guys think this might be? I was thinking maybe it's a nutrient deficiency all together. This could be the case as I'm doing about 1/4th the nutrient ... Or it might be I'm over watering ?

They look over watered/poor drainage to me. They also look like they're stretching. What kind of light are you using?
