Setting up grow room, question about CFL's

Im doing a simple grow, 2-4 plants at max. Is my first so im trying to get this lighting thing figured out. I have read everywhere on here about it and have a good general idea about what im needing. I do not have enough money to buy a MH or HPS bulb but i will later down the road. I currently have 8 23w 6500k bulbs, and 4 65w 6500k bulbs. I made the light fixture my smaller bulbs. Bought some cheap light fixtures and a plug for them, had plenty of 14gauge wire laying around. Each plug has a splitter in it to house 2 bulbs, and i got some reflective Thermopan, basically it is fire retardant insulation, but is reflective so i figured what the hell. The 65w's say they need a flourescent fixture rated for them, i ordered 6 Mogul plugs online for $3 a piece so i could just make 6 cords rather than spend $15 a piece for them. My main question in all this is do i need a ballast for the 65w or will they be fine just running them to a plug in?

The 65w that I have seen just screw into a regular socket and do not need an additional ballast, as they have one built in. Just make sure all your wiring and fixtures are rated for the max amount of power you will be drawing.

Edit: after more research over what you were talking about found out the bulbs are junk. I did however find these n my search. Would 4-6 of these and 4-8 of the 23w/40w'ish bulbs be enough for 4-6 plants?
