Short Plant Size/Curly Leaves

So my first question is regarding the plant size. It's a Seedsman White Widow 24 days old and the plant is only 4 inches tall. I'm a first time grower by the way.
Soil - Fox Farms Ocean Forest 70% /Light Warrior 30%
Temperature - 76 - 86
Nutes - Supplied nutes one time 1/4 strength and decided it wasn't time yet.
Water - Filtered Fridge Water

Second problem is with one of the plants closest to the wall. It's first set of true leaves are curling, and by curling I mean in different directions. Up and Down. You can't see them now because they're covered by other leaves, but should I be worried? The conditions aren't improving. It looks weird and I don't want any future problems.

Well im not sure, they look ok to me. I have a widow in first week of flowering, her leaves go up down turn this way and that it all depends on her mood.

seriously lol anyway im using FF soils too everytime you water those you feed em, its in the soil. overwatering when little in ff will slow things down. dont use any nutes for a while and water sparingly . what lights and how close? this can affect the growth too and that fridge water isnt cold when u water is it?

i use a 400w hps anywhere from 12-21" inches depending on the temperature. nothing below 74 and nothin above 86. no its filtered fridge water and then i let it stand in a gallon container until it reaches room temperature.

I think you are doin fine then just have some patience with em and keep the light as close as u can. Got good ventilation?
