sure, so long as you know that it works ok, than i would say go for it.. i am a lil leary buying used electronics though.. a few years ago i bought my nephew a used play station, and the first one didn't work, the second one i bought didn't have all the right parts, and i think finally the last one worked.. i ended up paying what i would have if i would have just bought it new from the beginning..
just do your due dillegance and make sure its all good before you lay over your hard earned cash, bargain or not...

A 1000 watt light will cover about 8 x 8 foot area. Remember though, a MH light will not be good for flowering. You will need a HPS light for that. The MH might be OK, but the results might not be as good without the red spectrum light for flowering. It costs me about $60.00 per month to run a 1000 watt light on the 12/12 flower cycle.

Some ballasts are switchable but I doubt yours is because it's so cheap. Use 1000 watt MH lights only. You will probably have to buy a new bulb as this one might be used or at least get another as a backup. I wouldn't use 1000 watts until I needed it just use cfls until you have plants enough to fill up your grow room and you can use that light for flowering no problem. CFLs grow buds too right? You might be able to buy a conversion bulb for that that will put out a better more red spectrum light but it will probably cost ya IDK. I use a 250 w and 400 w MH

You cant play mix and match with ballasts. They are pretty much wattage specific, and you cant hook an HPS bulb into a system with a MH ballast. Unless you are into explosions, fire and flying shards of glass. lol They do make ballasts that are switchable between MH and HPS, but make sure that is what you have before mixing bulbs and stuff.
