Should I start to flower??????

I am about 16 days into my veg and wondering if i should start flowering? I have about 35inches of grow height and the plants are about 5 inches tall. I had a grow in the past get too tall and not wanting to do that again, here is a pic of my setup. any thoughts are very much appreciated

u could flower them now with no problems if u dont want them too high

Just figure once you stick them in to flower, they will double, or almost triple in size. If you have 35" of space and the plants are only 5" now, you should be able to let them get a little more established before the switch,
