ill keep this short.
A. your light will not work, i bet its getting more beneficial light merely from the ambient light around it, i doubt the nightlight really is doing anything. invest in a few hi-watt cfls (100-150 watt, NOT WATT EQUIVALENT). that will get you by for now, until you get something real (if you even plan on it). MH/HPS and t5HO work great for veg and even as a substitute for a hps/mh until one can afford it. (iam using a 6 tube t5HO setup because my current grow space cant support much heat, in fact its hard to even control temps with the fluoros).
B. unless its an Autoflower strain, you are going to control when it buds, not nature, by changing its light cycle. as for it being male or female, you wont know that until either about 6 weeks veg(?) or a week or 2 into flower. UNLESS they are clones, which in my eyes they kinda look like they are. if they are clones, they will be whatever they were cloned off of (i cant imagine someone cloning a male plant, but maybe)
if you are being willy nilly and just playing around, have fun and do what you want.
if you want to learn to grow, get good high yielding plants with good smoke, follow these steps, in this order:
1. grab 2x150 watt (true 150w, NOT the 150w equiv), 2 light bulb socket adapters (you can get them in the hardware section in walmart, 50c a piece, lets you plug a light bulb right into a standard electrical socket). throw those into a power strip of some sort (again cheapos are 2 for 5 bucks at walmart). plug that baby in the wall, and get it positioned right above your plant.
2. get rid of the tin foil, and either make a cardboard enclosure painted with white paint, or invest in some mylar. heck even a space blanket (from sporting goods) would work better than foil.
3. start reading the guides and threads on this site.
4. keep reading the guides and threads on this site.
5. in a week or 2, transplant that sucker into a new pot, with some FFOF soil, dolamite lime, perlite, (you should know the ratios if you followed steps one and 2 for the week or two before).
6. get new lights (either a few more of those Hi-watt cfls, or start looking into a t5ho/mh/hps light.
and finally, start working on a grow cabinet, start modifying a closet, or look into investing in a grow tent. any other details that you need to know (temps, ferts, size, strains, scent, watering, ph balance, lighting cycles) you should have learned from steps 2 and 3 already, and if not, repeat steps 2 and 3.

-EDIT- I lied. I didn't keep that short at all.
