Sloooooow stunted grow & looks yellow--new lights

See attached pics for reference (no flash, just MH grow light bulb). I've done a couple grows with 4 x T5 fluorescent bulbs with no problem. My new light is 250W dual use (HPS & MH) and I can't seem to get the girls going. I've started them in jiffy pots and then into a coco self watering system. Nutes are the same as I've used before with good results. So, the only difference is the lights. I've had them on 24/7 (like I did with the fluoros) but I turned them down to 18/6 (just yesterday) because I thought it might be that the new light is bleaching out the leaves with too much light, and I moved the light a little higher. Is it possible they are over watered? They just look so yellow compared to what the first grow with the same seeds was. These are Bubba Kush feminized seeds and the second time I've grown them. First was a good outcome, but with the old lighting system. These plants have been growing for 2 1/2 weeks and they look to be 1/2 of the size they should be. So, they are stunted growth, yellowing and the bottom leaf you can see possible burn on it. Any suggestions?

i grow in soil , yellowing and slow growth would tell me too much moisture on the roots ,is that medium that rough all the way through , growth is slowed if roots have to struggle past clumps and other obstacles

If you ask around, coco is VERY easy for roots to grow in. They wick the water from the bottom and the system lets the coco dry out a little bit before it lets in more water. And coco allows for very good aeration too. Again, I've been growing in coco for 2 years now with no problems.

I'm sorry you took this to be a mean response, I only meant to help with some input from my past grows...Sorry.

has your water quality changed maybe the treatment plant has added more chem's?

You bring up a valid possibility I forgot to mention at first. I always let my water sit for a day or two to let the chlorine and other additives dissipate before using it. I may have let the water sit too long before using it...maybe a week to 10 days. Would the possibility of soured water be a contributing factor leading to this problem I'm having?

stagnate water ? an aerator in the water will speed up the evaporation and keep the water oxygenated

First.. chlorine cant evaporate in 1 day ,2 weeks mabye

are you using nutes?? what is your PH - EC levels ? It looks like a EC-PH problem to me .. but there is a possibility that soured water could be a problem if it doesent have enough Co2 in it ...
