How long til I start to notice a difference on my plants, they have been flowering for 19 days and not to much has changed. The most I have is a few white hairs but nothing significant has changed. How long til bud forms?

if they are from seed and still relatively young then they start flowering slower so at 19 days i'd expect you'll begin to see true buds forming as we speak, just be patient and you will soon be rewarded.

...if you have light leaking into your grow during dark time you will slow the bud formation, more important to know is that light leaks will also cause some plants, ney most plants, to hermie so you end up with a seeded crop, something you don't want.

Anywhere from 3-4 weeks of12/12. also depends on the amount of light.

It would take a significant light leak to interrupt the flowering cycle. Also don't agree that light leaks cause "hermies" As long as your flowering room has no obvious light leaks, you'll be fine.
Your plants are doing fine. The white hairs are the first signs of flowering. You see them develop over the next several weeks.
