Small black specks. . . ???

Small black speck on stalk and stems, cannot be wiped off and very slightly raised. Otherwise plants seem healthy.

Looks like it could be thrips, to me. I don't see any in that picture, but the damage looks similar to what I have observed. More pictures would be helpful.

The leaf damage was thrips but sprayed with spinosad and no longer see any thrips, only concerned with the black specks not the leaf damage.

Def not bugs they don’t move even tried wiping them off and nothing.

I'm guessing the dots are just where the bugs were chewing and a bit of sap came out and scabbed over.

Hmmm that makes sense, thank you. Will continue to watch and spray diluted spinosad weekly as a precaution

Did this grow came through after all?

I have 3 plants, 29 days old that look like 8 days old. My yellow traps are filled with these black, tube like insects. They look exactly like those in your photo.

Could also be the start of sooty mildew possibly caused by aphids. The white debris looks like the hatched eggs. Maybe? Maybe not. I would spray with neem oil if still in veg.
