well, if you say you have more branches forming, but it is not growing taller, that is actualy a great thing, because I assume your nodes must be really tight. then again I could be tottaly wrong and it could have a problem. Afghan is a an indica based strain, so it is bushy in the first place. I say, if you can keep them short, but still have new nodes developing, let em do their thing.

How short is short? You may have a nice dense plant growing, however sustained leaf growth with no primary meristem growth is very serious. Im not aware of all of the causes, but you plant may be in serious trouble. My first grow after transplanting i must have damaged the root system as the leaves kept growing but the plant stayed the same height.(After a couple of weeks however it grew taller) You plant, after two months, is still short, is worrisome. Then again it may be nothing. As to how to fix this problem, the plant root system may be damaged, especially from over/ under watering.
p.s. I would be interested to see if the plant will flower if it doesnt get taller??
I hope that helps
