It was Lincoln. In South Carolina refused to pay taxes to the United States government on December 26, 1860. Nice Christmas present huh? In order to compel them to change their mind, the United States government sent a cargo ship to steal supplies from Fort Sumter. The newly liberated South Carolina didn't care kindly to the pirates the United States sent, and their military cadets fired upon the Star of the West. After three shots, she left. With no damage nor any injuries. On April 18, 1861 Colonel Earl Van Dorn captured the ship and South Carolina when the United States sent the ship to pick up 7,000 soldiers to collect the unpaid taxes by force.
As you can see, Lincoln was an greedy asshole lawyer who didn't give a fuck about black people. All he was concerned with was keeping the Union whole in order to collect taxes. Lincoln used nearly 40,000 black soldiers as cannon fodder who died as a result of Lincoln's greed. 20% of all black soldiers died. Whites died at a rate of 8.6%, while blacks died at 20.5%, or 2.4 times as many blacks died.

After the emancipation proclamation 5 states and parts of Virginia were still allowed slavery. (Two were definitely northern states)
"The Proclamation only applied to slaves in Confederate-held lands; it did not apply to those in the four slave states that were not in rebellion (Kentucky, Maryland, Delaware, and Missouri, which were unnamed), nor to Tennessee (also unnamed), and specifically excluded counties of Virginia soon to form the state of West Virginia. Also specifically excluded (by name) were some regions already controlled by the Union army. Emancipation in those places would come after separate state actions and/or the December 1865 ratification of the Thirteenth Amendment, which made slavery and indentured servitude, except for those duly convicted of a crime, illegal everywhere subject to United States jurisdiction."
