i planned on growing outdoors in wisconsin this year. so should i already have put the seeds in the ground cause i still need to get some. im a little behind i think lol. btw its still getting into the low 40s during night

why don't you just watch the weather channel or the news?

I dont think its getting into the low 40's in WI unless you're in a whole somewhere's. lol It's gonna be cutting it close but I would sure as hell get them out asap. Like by June 1 at the latest unless you want some small plants.
