soil pests, small worms

I recently started some GPS and Nirvana seeds. i noticed some of the seeds really struggled coming up. Wwhen i gave up on them and examined the seed, i saw what i first thought was a tiny white spider curled around the seed, then i realized it was small white worms, munching on my taproot.

im in FFOF that had been sitting outside under a table for a couple weeks before starting up. i figured the cold sterilized the bags but i suppose not. i dont have pics cuz they are very small, like 1-2mm long max. ive seen them in a few pots.

anyone have an idea what they could be. and when can i start fighting them and not hurt the wee seedlings, some seedlings are close to a week old, some are just popped through the soil proper. im under 600MH lights

i have both spinosad and neem i can use to mix in with water to kill the buggers
