Okay guys so here's the deal. My growbox is 5'3" tall. I have a 400watt mh/hps with a remote ballast. The reflector is about 6.5" tall, the pots I plan to use are about 10 inch tall and I also want to have a nice buffer of 18" between the tops of the plants and the light. So when I figure out the math..

63"(5'3")-18"-10"- 6.5"=

2'3.5" of growing room

is it going to be possible for me to do this? what are some ways I can keep the plants short?

A cool tube reflector will allow you to reduce your distance between the canopy and the light by about 8-10 inches. That puts you up around 3 feet. plenty of good herb can be grown in that size. You may have to work a bit harder at it but I see that working for ya.
