yes white paint is better than aluminum foil. there are some mylar products that may be better than flat white paint but nobody seems to agree on that. Any metalic surface will reflect both heat and light though, so for a small cab I think flat white is best. and as I said, you want to protect the wood that the cab is made of with some sort of finish so it is 2 birds with one stone.
Ok,
here are some pics of my veg-mom-clone cabinet that has a false floor like what I am suggesting that you build.
The last one is the cab in stealth mode.
2nd one is of the cab open and the back of the door so you can see how I painted the bottom of the door area flat black.
next one is of the floor installed
Last is of the bottom of the cab with the false floor removed. Because this cab is so tiny I need to move a lot of air around in there so the slit I cut at the back wasn't enough and I cut a large hole in the bottom as well. On this one I don't use a filter but I use a piece of bug screen.

So the air comes in the back, stays under the false floor (which is a light trap) and then makes it's way to the plants because the false floor stops a few inches short of the door?
Then it will be sucked up and out of the cab via my fan mounted on the top of the cab that PULLS air THOUGH the filter then pushes it to the outside of the cab

Wow brother looks like you musta put down the bong for that one!!! Ha! Just kidding of course. You have it exactly right.
It will be wise when you design your filter to have it at the top in the back so that your airflow is then going from the front bottom of the cab to the back top and bringing that wonderfully cool co2 to your girls... we'll get to that later though!

I was going to spray paint it but i heard somewhere that was bad because of the fumes or something
Will it really affect my plants or should i use regular brush paint?

paint has fumes wether you spray it or brush it on, but they dissipate in a few hours with good ventilation. Spray paint will probably dry faster but a brush on finish is probably better. Ive used both will no ill effects. I would be careful if you have budding plants in there but otherwise I don't think it will matter much.

i still need to work on light sealing the box but i'll probably do that tomorrow
and i need to put a filter on it but i'll worry about that in a week or so
Sorry but i didn't do the false floor, i just drilled three 2"ish holes in the back
i don't have a camera so im trying to figure out a way to post pics
How do i know if my exhaust fan is pushing enough air?
my buddy's moves alot more air and you can feel the air getting sucked in the intake holes in the back
also any help with light traps around the door?
i have some foam tape that i used and it will probably work i just gotta spend more time with it tomorrow, but if you have any other ideas or tips please let me know

really depends on how you have the door set up... Pipe insulation can work good. Cut the foam tubes in half and staple them to the inside of the cabinet so they curve around and touch the door. there are other ways too... on my v-m-c cab I use that real thick and squishy foam insulation they sell for mounting window AC units, and that works pretty well too.
As for your fan drawing less than your buddies, that could be because your fan isn't a strong enough fan, or you aren't running 12 volts to it (assuming it is a pc fan which I think you said it was), or it could be drawing plenty of air but because you don't have the door sealed it isn't drawing through the holes in the back. A good test for air flow is to hold a match or a lighter by the holes and it should suck the flame toward the box. Obviously be careful!
How are you going to lightproof the holes in the back?
