Since popular vote is not used in federal matters, only on a state level, all federal matters are the jurisdiction of the 3 branches of government.

So in short: Your governor can't do shit, because on a state level, the people have the power and can vote him out or even have him impeached. Get enough pitchforks and torches together and almost anything can be done.
