spider mites on buds

Outdoor grow, home made soil. No ferts at this point. Water when need. All female, maybe two weeks to harvest.

Alright so one of my plants was looking super unhappy so i checked it out with my newly bought 30x.

The weird part is the leaves are fine, they look healthy at least.

But when i took a sample of the higher up buds theres spider mites crawling all round, but just on the buds.

Why is this? My gf is gonna pick me up some neem oil after work so i can start using that on them.

Since i should be harvesting in two weeks I dont want to use any cides that would hurt the plant, or foggers or what not.

Can i kill them with neem oil in two weeks?
