Please try again ! I don't see any signs of Spider Mites . A few specks like so I would not worry about unless you really see Mites

I been just plucking them with tweezers. They come back everyday. But the plant is so small I can still see the bugs.

That's the ticket.
But I wouldn't go in that direction unless you start seeing webs. Just my opinion. I got rid of them using neem myself.

I have neem oil. I use it on my roses . Does that look like a mite?

Waste of money in my opinion. They'll all die under your lights or escape the grow room.
Spider mites tend to breed rapidly. If you had them, I suspect you would find way more than one or two. And they would also be underneath the leaves and close to the main stem.

I'm going to invest in lady bugs once everything is bigger. Unless I can catch one.

Sometimes it's easier to learn the hard way.
I'll give you a little more info and it's up to you after that...
Although ladybugs are a natural predator to the spider mite, the mites breed much faster than lady bugs can eat. In nature, lady bugs will prey upon spider mites. But in a grow room, lady bugs will be more concerned with escaping the intensity of your lights than feasting on spider mites. Do a google search and see how many people got rid of spider mites with lady bugs.
I know they're a nightmare, and you probably want a quick fix, but sometimes that's not an option. The best defense against spider mites is proper prevention. Fighting them can be next to impossible once they get established.

after bad experiences with those bugs, and trying everything, the only answer IMO is Avid. You can buy small bottles broken down from a large one on ebay for $30. A 1/2oz bottle will last for 20 yrs for an average grower. It is the end all, be all mite killer, and it lasts on your plant for 30 days. Can only be used in veg, never flower.
