Spiderlike web around germinating seeds

Well i have been try to germinate some seeds that are about 8 months old and i cannot figure out if there is something wrong with my soil or the seeds are just dead. So i have been placing my seeds in soil and i cover it with see threw wrap as well as place a tooth pick in the soil to help me locate my seeds.

Well so far when ever i place the seeds into the soil and leave them ontop of my heater, i check the next day and i see the toothpick covered in some sort of spiderlike web, It could be moisture but when i check the seeds they are also covered with the same thing. Also the spiderlike web then turns blueish or something of that sort. So i cannot come to the conclusion of which it is either the soil that is crap or it is the seeds.

I have kept these seeds in the original bubble wrap and I placed them in the fridge for about 2 months, but before that they would just be lying around somewhere at room temperature.

I do believe that it might be my seeds that are nonviable no more because i also planeted a bagseed which was OG kush, it germinated right away and was about 4-5 days old when the 2 starter leaves also where covered in this spiderlike substance. So I believe it can be that the soil and the seeds are crap.

Has Anyone had this before or is my soil or seeds diseased O.O

And if this sounds like mold, could it be the possibility that its the soil?

Anyways i have decided that i will throw this soil out and get some fresh soil.

Then if the problem persists then it must be the seeds.

But shouldn't seeds that are about 8 months old still be viable?
