Plants don't blister like human skin. Usually, heat/light stress affects the parts closest to the source of the problem. Those look like some type of bug to me, especially given their apparent random distribution. Are you sure they aren't moving at all?
I agree with jessica d as I have had this issue once in the past and looked exactly the same. Never caused my plants any problem that i noticed and the finished product did not seem to be affected by them.
