hi wondering if these plants are long like this usually or stretched out bad,, same pots/lights as other strain which was short n stubby... also asking if i should top them yet like to keep them short

You've got other choices super cropping or SOG I like 5 gal buckets for root development ,not everyone, they ha ve a long way to go and will be getting a lot taller ,are you strictly outside might need a spot with more hrs of direct sun

havent put them out yet get pretty windy around here had a fan on them 24/7 since they been going...will b outdoors not a great outdoor seed they said but got them 50% off giving it a try , think i will get them out in the sun gradually over the next few days,, how young can you super crop them? and if i was going to top them is it to early?

Top it. Multiple times . Then supercrop it. Get all the light on it that you can.
