Starting with composted horse manure...

I got a whole bunch of composted horse manure from my step-dad. It is a few years old, so it is definitely dirt now. We had to take weeds off the top of the dirt, before shoveling into bags. My step dad said that I should bake it in the oven before using it indoors, in order to kill the bugs and weeds. This didn't sound right to me, my question is, what, if anything, do I need to prepare my dirt for an indoor grow?

If you do that you are also killing all the beneficial bacteria and fungus in it along with all the worms. I would mulch the heck out of it and apply DE often. Also don't forget to amend it. Manure is awesome but it won't carry a plant all the way through.
Click on my avatar and follow the link to my grow if you want. I'm using 100% amended cow manure in 400 gallon containers.

Ok

Ok, so what do I need to add into the dirt? I have considered adding perlite for drainage, but other than that, I'm at a loss.

Drainage is good in manure on its own but you can add perlite if you want.
I use epsoma garden tone and happy frog bulb food

If i were you i would find some steer mushroom compost and composted chicken manure. Add equal parts of each and then perlite add a couple cups of dolomite lime.. This will be the cheapest mix you can make.

I have done it in the past with great results.

You are brave. I would never add that much chicken manure to my plants.
