Stealth Moving Anyone Got Any Tips?

buy a ninja suit then u can move around stealthy and use the foam slippers too to be extra stealthy

I'm on the pier level yesterday, when I stealth kill my first enemy, they just calling backup,
I swear i kill him without anyone noticing, is it a script or i was doing something wrong?

and I'm just curious with the Tactical option, is it really helpful? like what's the difference between Flank and infiltrate?
