Stunted growth and brown spotted leaves

My plant hasn’t had any new growth for a few weeks. Hello @Pugsly1995 -- you had a similar problem back in September? So many variables like:

How often do you water, what kind of water?
Do you add fertilizers? Are you monitoring your nutes pH and ppm numbers?
How do you water? Do you "drain to waste? Do you allow for runnoff after a watering? Are you monitoring your waste water pH and ppm numbers?
Growing in soil or a hydroponic medium? Do your pots drain after you water them?
Are you in a tent? Do you circulate and exhaust the air in your grow area? What is the temp and RH of your grow area? What are you using for lights?
 
It looks like a bit of thrips damage.your leaves will never be perfect especially the lowest ones, As long as you've covered all the basics.we need to see pic of the plant as a whole, not growing for a few weeks isn't right but depends where you are veg or flower etc.what above poster said.
