Sun Damage/Overwatering/Hydrophobic Soil

I put these plants outside earlier and brought them back in when I realized they were wilting real bad and within an hour they were messed up after I gave them some water from the hose. I noticed that the top of the soil was moist but directly under it, the soil was bone dry. So it’s hydrophobic. I have some stuff from Home Depot (promix, worm poop and perlite) so I ordered some new one gallon plastic pots and I’m gonna plant these in them. I’ll never do fabric pots for plants for recently germinated seedlings again. I would just use yucca extract that I have stored, but I think it wouldn’t make much of a different because the soil I purchased had a bunch of bark in it. I’m hopeful that repotting into fresh pro mix, perlite and worm poo will help out. What do you guys think?

I hope I can make them recover this one if the worst… these folks at the nursery I bought soil at claim to make their own dirt through composting.. well it has a bunch of damn bark in it. I always thought their dirt was good before but it doesn’t seem to be the same any more and it’s super expensive nowadays at 33 bucks for 2 cubic feet..

Some feminized seeds that don’t seem to dry up the pot is still heavy so I won’t water yet
