I can't say for certain but my guess would be that it will have a 70% reduced chance of survival and will grow slower than if it hadn't happened. If you've got more seeds throw it away and directly plant a new one.
My experience on this comes from snapping the tap roots off nearly a thousand seeds. No shit.
I did a dumb thing, I pre germinated roughly 1000 seeds in water/h2o2 in a plastic container and when they all had a small tap root showing drove them an hour up a windy bumpy road to put them in the ground. almost 100% of them had the tip of the tap root broken off by the time I got there. Rookie move.
Anyway I had a ton of spare seeds, so I direct planted an additional 400 at the same time. The 400 direct planted seeds got almost 100% germination, the damaged pre germinated seeds got about 30% germination and maybe 50% survival rate. the direct planted seeds grew faster and stronger in the first 2 weeks than the ones with the broken tap roots.
