I'm growing 3 kiwiskunk & 1 motivation. Temps. in my area, ""The Eastcoast" are in the 50's & 60's. In my grow room, (pic's below) the temps with lights on are 78-81 , lights out is 68-70 but those temps at "lights out" will soon drop. Whats the lowest temp i can go without causeing any problems?? I do have a Heater but if i dont need it why use the extra Electric right? After this grow (3 to 4 more weeks) I'll be starting my next grow and by then it will be much colder on the East-cost. Any addvice is welcomed.

60 is a good lowest. They can take 55 (or colder) for a short time period but that will stunt your cycle and take longer to mature.

Lights on at night, and off during the day right?

Yes lights on at night cause i'm home from work and i feed, water at night, and doing it this way in the sumer makes sence cause days hot, nights cool, days hot, light out, nights cooler lights on, help with temp control.

Yeah..., I'm an East Coast Northern grower. I have a very small grow box....2x4x4 and use cfl's. I have to run a thermostatically controlled inline duct fan to keep temps around 80 when lights are on. The fan is hooked to the timer so it is available to cool when lights are on. When lights are out I have a small ceramic heater( walmart 25 bucks) that is plugged into constant power. Heater comes on at 65 or so and no exhaust to remove heat. Box is well insulated , so I'm probably using more juice to move hot air out than I am to keep it warm.
Also A thought...grow auto flowers in winter....can keep lights on for 18-20 hours a day....very little heater needed

So long as it stays above 55 you're fine, and that shouldn't be too hard to do if your place is relatively insulated. This is a perfect time to let those temperatures drop and let the natural fall colors come out. Great looking plants, you did something right ;)
