Terminal bud question!

The plant that i'm gonna be asking about is only my second plant. So I'm definately still in a learning process. I made a lot of mistakes with my first one but it still ended up being covered in crystals and some good smoke. Plant number two is four feet tall and I don't want it getting any taller. My wife is a college student and is taking some kinda science classes I guess because last night she is showing me in her text book that flowering plants have a "terminal bud which is the top bud of the main trunk line. Her book says that the terminal bud releases some chemicals or something that prevent the auxillary buds from growing or producing. This is right on track with what my first plant did and now what my second plant is doing. It is absolutely covered in budding sites (I'm so excited) but the auxillary buds on both plants are just one teardrop with a couple hairs coming out of it but they never grow into buds. I don't want plant number two growing over 4 feet so I cut the top few inches off of it this morning bringing it down to 4 feet tall now. My question is this; will my auxillary buds grow now that I cut the terminal bud off? you can see whats left of plant number one in my pics. I've cut all of it down except a few branches that look like they could benefit from a couple more days growth. Anyways I'd appreciate it if you could concentrate on giving me a clear answer to my question if you could, if you even know what i'm talking about. I'd really appreciate it. I'm trying to learn.
