If the area already has a supplier taking care of the bread and butter needs of the local stoners, I would go more expensive. Perhaps offer some exotic strains that aren't usually available. Produce only the highest quality, cure it carefully, package it attractively and ask a premium for it.
If on top of that you can be more dependable and more accessible than your competitor, you might end up making more money than he does from fewer customers.

I out do mine by having A) a FAR more potent product, B) a well cured, better tasting and better smoking product, and C) I manicure the hell out of my buds. NO lumber whatsoever. I trim even the smallest nuggets off the stem. I have pulled 6 to 8 grams of lumber and seeds from an ounce of my "competition"s product.
I can get 600 a zip, if they get 1 zip or 1 lb. as I have cultivated a very discriminating clientèle of professionals who appreciate quality and the fact that it's 100% organic.
