It's so that the less fortunate offenders, don't have to sit in jail. The wealthier ones obviously have the money to make bail.

Hence why monetary bail should not be thing unless the person is at risk of fleeing internationally. Even then confiscation of passport should be fine. Someone is making money somewhere for it to be a thing.
