Maybe their system of govt doesn't work well enough to produce a big missile. It's not easy and without good tolerances the vibration tears it apart. On the other hand the US has an airborne chemical laser in a big Boeing Jet. It's mission is to knock down missiles in the first few minutes. We have them deployed in Japan.
