Could California become the first state in the nation to do away with welfare?
That doomsday scenario is on the table as lawmakers wrestle with a staggering $24.3 billion budget deficit.
County welfare directors are "in shock" at the very idea of getting rid of CalWORKs, which has been widely viewed as one of the most successful social programs in the state's history, said Bruce Wagstaff, director of the Department of Human Assistance in Sacramento.
"It's difficult to come up with the right adjective to react to this," Wagstaff said. "It would be devastating to the people we serve."
H.D. Palmer, a spokesman for the state Department of Finance, said California is in an unprecedented fiscal situation that has made all programs, from education to human services, vulnerable to deep and painful reductions.
"I don't wish for a moment to minimize the profound impact" that eliminating CalWORKs would have, Palmer said. "But the easy decisions are way past being in the rearview mirror for us. We face the specter of California not having cash on hand to pay its bills in July."
Wagstaff and other administrators are betting that the state will rescue the "welfare to work" program. But they are bracing for cuts that would slash benefits to the lowest levels since the late 1990s, when CalWORKs began as part of the federal government's bold reform of the welfare system.:mrgreen:

right next door..along with all the other welfare free loaders..the free loaders and unions have bankrupted cali..they will just move to surrounding states and bleed them dry..get ready oregon..nevada. washington . ect..this will leech them dry also..get ready for a overwhelming wave of humans using up your public resources ..such as health care. welfare , public services of all types..they are going to bankrupt you ,.,matter of fact they will look for the states that give out the best welfare too and move to them. you think im kidding.im not kidding you .we should just go ahead and get it over with..declare mexico a welfare state and send em all a check and food stamps..fuck it.might as well give them free health care too. the new US state of mexico.

Easy decisions?

Some one should remind all those state workers that they are employed at the pleasure of the citizens, for the benefit of the citizens, and that seeings as how it is unConstitutional for the state to go into debt (emit bills of credit) then since the citizens have expressed an unwillingness to pay them they have been effectively... TERMINATED.

Anything above the receipts for 2008 should be cut, and a balanced budget amendment tacked onto the California Constitution. Of course that wont happen.

Great my wife in on unemployment.. At least she paid into that, I guess its guarnteed funds. Fire up the grow rooms people, its all we got left in Cali now...

If California doesn't cut taxes,
and provide a very good place to grow your buisness,
Cutting welfare will be a social nightmare.

I think they are gonna teach the people of California a lesson.
Keep the high tax rate they have.
Cut welfare programs.
And let the people watch as thousands of people
loss their homes and can't buy food to feed their kids.

This is social engineering,
gotta teach them how much
they need government.

Even though its governments fault they are on welfare in the first place.
The people will not see that, they will just say "OMG we need welfare!"

California has an electric shortage
but they arn't allowed to build any power plants.
This sort of nonsence is what keeps people un-employed.

i never would say a little help when your down isnt great, it is. but you cannot give out something like that for nothing.

why is it that im my state when i get a job over $7.50 a hr im required to take a drug test by 80% of employers? but yet if i decide not to work, the state will give me a $400+ plus a month food credit card, free health care, daycare for children, and like $300 a week.... but yet here i am the "Hard worker" working 50 hrs a week for $30,000 a year,NEED TO PEE IN A CUP AT FIRST, and still cannot afford my house, daycare, health care... THAT IS WHATS FUCKED UP

test these people would create jobs, SAVE MILLIONS to the homeless crackheads giving the dealer on the corner the goverment money, and only help those in serious need.

i have a great idea how it works..
not long ago i was with a friend of mine..a old man..and he is on public medical. he wanted me to take him to the clinic so he could get his perscription filled.
he said..you wont believe this when we get inside the clinic..i said..what do you mean..he said there will be piles of mexican women in here ALL OF THEM FUCKING PREGNANT..why you might ask ?
so they can get free medical a anchor baby free wic..food stamps..send their kids to our public school systems at the cost of 30K a year per child.tell me about the invasion of america by a bunch of free loaders..dont we have enough free loaders to support?
the south americans are like locusts the show up..eat everything up bankrupting the social services of america..then move on.
politicians on both sides of the so called aisle will do nothing about it..keep giving them free shit in hopes they can buy a vote with OUR money.
when cali shuts down its social services the locust will move to the next state and eat it dry too.:bigjoint:

SAN FRANCISCO (Reuters) – California's government risks a financial "meltdown" within 50 days in light of its weakening May revenues unless Governor Arnold Schwarzenegger and lawmakers quickly plug a $24.3 billion budget gap, the state's controller said on Wednesday.
Underscoring the severity of California's cash crisis, Controller John Chiang, who has previously warned the state's government risks running out of cash without a budget deal, said revenues in May fell by $1.14 billon, or 17.7 percent, from a year earlier.
Additionally, the revenues of the government of the most populous U.S. state fell short of estimates in Schwarzenegger's budget plan by $827 million, Chiang said.
He warned California's state government is speeding toward a financial disaster unless officials act urgently to balance its books.
"Without immediate solutions from the governor and legislature, we are less than 50 days away from a meltdown of state government," Chiang said in a statement.
California's revenues have been on a dramatic slide as a result of recession, rising unemployment and its lengthy housing downturn.
The state's revenues from personal income taxes tumbled by 39.3 percent in May from a year earlier while revenues from corporate taxes fell by 52.1 percent and revenues from sales taxes sagged by 7.6 percent, according to a report released by Chiang's office.
"A truly balanced budget is the only responsible way out of the worst cash crisis since the Great Depression," Chiang, a Democrat, said.
DUELING BUDGET CONCEPTS
Schwarzenegger, a Republican, has proposed filling the state's budget gap with deep spending cuts, borrowing from local governments and by scrapping some state programs, including its welfare program.
Democrats who control the legislature are crafting a rival budget plan that includes spending cuts and saves programs Schwarzenegger has proposed eliminating. They instead would use reserves estimated in his budget to narrow the budget gap.
State Senate President Pro Tem Darrell Steinberg said on Tuesday he wants a budget agreement by the end of this month.
California's new fiscal year begins on July 1. The sooner the state has a budget the better poised it will be to raise short-term cash to fund its operations by selling revenue anticipation notes, or RANs, on the municipal debt market.
If pressed, California could sell revenue anticipation warrants, or RAWs, an idea floated by Schwarzenegger when he unveiled his budget plan last month. But he quickly shelved it amid opposition from lawmakers.
"No one wants to issue RAWs for our cash-flow borrowing," said Tom Dresslar, a spokesman for State Treasurer Bill Lockyer. "Everyone would prefer to issue RANs for the obvious reason: It costs less."
Lockyer, a Democrat, supports a budget with the reserve Schwarzenegger has proposed. That would increase confidence among investors that California has cash to pay the $7 billion to $9 billion in short-term debt notes that Lockyer's office assumes the state will need to sell, Dresslar said.

Yes, people are leaving in droves. Soon, the only people left will be hollywood types, gays, and illegal immigrants. But the hollywood types are starting to leave, gays are considering it after prop 8,... I am shuttering a ca corp because we just can't afford to pay $800 to the state every year and receive nothing in return. And since corp taxes are rising, it was time to shutter the business. I'm now considering re-establishing the company in another state, but we dissolved it in CA. We also owe $2400 in taxes, yet we experienced losses in the business. CA taxes you regardless if you make money or not... Just for being open for business costs us money. We are seriously considering not paying CA anything.

My sister just sold her house and moved to MO, and my parents are doing the same. The businesses are leaving, and the California Democrats just don't get it. They're wandering around delusional, spending all our money on themselves. "Yeah,...I need to go to a environmental conference in Maui. Get the jet ready, and have the Ritz have my bubbly on ice when I arrive." I won't even get into Pelosi jetting her family everywhere on our tax dollars or Obama's $100k dates with his wife.

the problem with california is liberals..ive lived in cali everyone there thinks they are special..
we in the heart land call them plastic people. plastic tits plastic ass plastic face..and live on plastic credit cards.
those same liberals moved north to washinton and oregon and have screwed up both of those states also.
california is known now as a job free zone.. the very people that support their economy they have ran out of the state..the evil rich have left the free loading state of california.
guess what..the corporations and the rich are leaving your country now.what has happened to cali will happen to the rest of the country..
liberals are going to do for america what they have done for california.

The state employee unions are breaking the cities, counties and the state. We have firemen here who are making over $175,000 a year including benefits. When they retire at age 50, after 20 years on the job, they get 90% of that income FOR LIFE! Other government unions are similar.


Its not that I begrudge good pay for these people, after all ... their services are needed. What I DO resent, is when the service they provide is like the service a bull renders to a cow.

LOL who told you that gay people are considering leaving because of Prop 8? My fiancees brother is gay, and we have gone to several marches with him in support of equality, and the attendance of these events is constantly growing... in addition to that, these people are in for the fight- and are not backing down. I seriously doubt anyone is going to leave California because of Prop 8 when they know that they absolutely have the power to get it turned around...
