I want to use one of those passively to make a high CRI 3500K or 4000k desk lamp. They look like the perfect aesthetics for a cob based desk lamp.

Yep veros too! I dono the cost of a cooler and fan but figured 40 bucks wasn't bad for how clean of an assembly it was, specially being able to mount a holder on with no issues right off the bat.

did i read that correctly that these fans come with an universal driver that takes any amount of DC volts as input to power the fans?

That would be incorrect. They have a range of drivers that can suit any situation, but not a universal driver for all situations.

No, the powersupply for the Led drives also the fan.

"The controller circuit converts any input voltage from 11 to 60 VDC to a fixed lower voltage as required by the fan. The input voltage is derived from the same voltage used to power the LED array."
