Thrip Damage?

Is this Thrip damage? They are outdoor plants.

Have used Sinosad and Azatrol.
Seems they start at the bottom of the plant and work their way up. The tips have no white hairs and have gone hard.
Will they bounce back?

As you can see I planted a bit to close together so they have spread fast. This was July 20.

that does not look like any thrip damage i have ever seen..

That looks like a hermie plant.
