your first stop would be home depot or lowes, but as always if you install one thing into your space you may need another, for instance whats your plans on light? if its that tight maybe a good half dozen CFls will get you up and going or maybe you can go for $140 on a 400w HPS, small fans, i get clip on fans for $8, so you may want to be more specific on dollar amounts, theres dude on here put together small rooms with minimum $

start the plants outside then save up 15 dollars. go to walmart and get cfls now using lamps in the house not being used take them apart for the light sockets and hang the lights above where you are going to have the plants. go to walmart with 2 dollars and get a bag of sterile potting soil or perlite. make sure there is no ferts in it. then go transplant your plant 50/50 topsoil and dirt then put them under the lights the lights should be 2 inches from the top. use a fan to blow them around. then about a month down the road add nutes. once you get it set up you can always wait for money to come for improvements. i have three lights and one fan on my plant and it cost me 15 dollars in all to grow most things i found around the house i already had besides the cfls

well for one you need a room..lol..lights,container,soil.seeds. what do you have to work with? theres tons of things around the house to use,if you think of it.bring the kid out in yourself.
u need some kinda room container..a box,tent.tarps..make a tent..
the walls need to be white.xmas paper works.its cheap.tin foil is bad.(it creates hotspots)
u need lights.cfls are the cheapest.find some lamps, make a something that has at least 2 or 3 places for bulbs.
get a adaptor for walmart 3bucks. makes one light-2lights..now you have double the lights...(more light is better)
u need vents..one for bringing in fresh air..one sucking the hot air out..fans work...
depends on if you want soil or hydro..either one is cheap.soil is cheaper i guess...
mg will work.altho if you can mix your own..its better..
just a good mix of soil, perlite, peatmoss,
and some seeds..theres tons of threads on here.check utube..ull find a way to make a room.
peace

a bag of soil is about 6bucks, if you go MG, get miracle grow organic shoice, it has no time release nutes and it wont roats your plants, get your CFLs and get the 2 headed bulb socket adapter. power strip, need to find a cheap fan, those chinese gfits shops or 99c stores have em, you can do some nice work with 60$

if you have 60 bucks some decent bagseed's laying around what i would do is start them on some cfl bulbs 6 should do depending on how many plants you wanna start out get some y splitters at walmart there cheep hell even if you wanted to you could grow a whole crop off cfl's mine right now are all about 8 inchs tall got 6 lights running made my self a ghetto setup cardboardboxes work fine hell 3 of those storage tubs from walmart something white to mask the light and keep it in screw the 3 tubs together cutting the bottoms out of the top 2 use the top to hold the lights on ducttape them what ever just make sure its not gonna set fire lol hell you could even do what i did trade something for a light setup i went on creagslist and found one the next day i had a nice 400$ light system just be carefull what you do whireing a ton of lights up next to plastic stuff make sure you cut a vent hole in top and bottom get a old computer fan whire it up for fresh air to get in and the air to excape out look on the fourms theres all kinds of great ideas on how to make stealth grow boxes cheep i bet i could make a decent setup with 60$ that required a few commen household items to make it. also if you have a walk in closet use that as a grow space they work gr8!

with 60 bucks you can actually make a descent grow room, if you already have a secure room/closet/box/stelth set up. deff go with some descent watt cfls like somthing in the mid 20s. look on this site or elsewere on the web for a good way to set up the cfls, the best bet is to get some y slipters and some cheap hanging reflectors. then just get soil with out nutes and some nutes, 1+gallon buckets, get some shinny wraping paper from a dollar store and you should be good to go. this is exactly what i did plus a little and my room was a little more than 70 bucks.

i got like $60 on me now.

thanks for the posts yall

go to walmart take 40$ buy 2x 6 packs of 26 watt CFL bulbs one SOFT white and the other DAYLIGHT they cost 13.95 each. Find an old cedar chest/cabinet not being used/Space under your bathroom sink/ Buy some 99c Light sockets and electrical wire wire your lights up put them in said space keeping them 2 inches away from plants etc. You can use this untill you get more money and it will do ok. also if you chose a cabinet or cedar chest or dresser you need to get some flat white paint and paint it or place some alum foil all along it dull side out

I use tin foil on all my grows NEVER had anything get burned EVER!! Using 1x600W and 2x400Watt HPS, perhaps if you used a 10,000 watt light then maybe you could get a hot spot, but I have never seen it happen in years of growing. Not an issue, especially if all you got is CFL. No matter how much of a hot spot you could create a CFL bulb is impossible to get hot enough to hurt plants.

$60 is a good start, Lights and soil is really all you need to get started, keep it simple as you possibly can and it should work out for you.

I hope you mean that it isn't hot enough to create a hot spot and not that it isn't hot enough to burn a plant that touches or gets too close to the bulb. CFL's can and will get pretty hot. If a plant gets too close without proper ventilation it will get burned. If you don't agree than you have never grown with CFL's
