Time to flower?

Hey all i just received this 19" platinum girl scout cookie from a guy i know, this is my first time growing. I growing in a 2x2x4 wooden box with great ventilation. I have 2 105 watt cfl 6500k and 2 105 watt 5000k for vegging. I plan on using 4 65 watt 2700k for flowering, i know its overkill for one plant but i plan on growing 4 or 5 in the future.

All that aside im new to growing this is my first plant i have read many things on growing but i need to know if its time to flower? I dont know that age of the PGS so i dont know when to flower.

I had to get a lot more lighting down below, CFLs just don't penetrate that great, especially for plant that big. 4 bulbs above the canopy alone might make for scrawny lower flowers.

What about 6 45 watt 2700k? Its just for one plant until i get a 400 watt hps in about 3 weeks.
