Are they fungus gnats? Don't put anything on until you're certain of what they are.

Make sure you're letting the top of the soil dry out before you water, otherwise you're encouraging fungus gnats (if that's what they are) to complete their lifecycles. They lay eggs in the soil; the larvae eat plant roots. Not a massive problem, and I have them in my grow room (their numbers are up and down - thought they went extinct but a new wave appeared this morning).

Neem will work but it is not a knock down killer it will take 4 to 15 days to destroy them. Make sure to drench the soil it won't damage the plant in anyway.

Get some yellow sticky strips at wallyworld.

#1 Let your soil dry out. They love moist soil, so let them dry out, so the top 2" is dry. Put a small fan blowing across the tops of the plants. That should keep them away.
