Mylar is reflective material. Its better to use reflective mylar or something white to reflect the lights. Those black bags will probably absorb heat and give off heat too.

Put the CFL lights like 2" away from the plant. Keep an eye on it daily and move the light ups when needed. You will need alot more lights.

Do what was mentioned above, also make sure you have good ventilation into this area if you don't have a CO2 source. If no CO2 is being pumped into the room, make sure it at least gets fresh air. Good luck.

i also have a question here..

which would be better for optimal growth at seedling age with just cotyls and first set

a blue/purple florescent tube 24" 75W, or like this 3 25w cfls?

i had my seedlings under cfl's and then i bought the flou tube and they have exploded with growth.. after the 4th+ set of leaves its getting HPS

but wondering for starting, cfl or fluro tube

Go with the fluro tube and use the cfl as side lights. Thats what I did with my first grow right now. I'm using 24" T5 HO ripped from my aquarium setup. um yea CFL alone just wasn't cutting it.

get yourself a fan and move the lights down like 50% closer. What is the max height of this grow area?
