Transplant or Nah?

I currently have a week old seedling, who hasn't opened up. its about 3 inches tall, with two 45 watt cfls over it.
My question is, should i transplant it into my DDWC system Now, or wait until i see root come out of the bottom of the rapid rooter? Thanks in advance for your replies!

I would wait till you see a few roots.
